Rania Amen
Chief Community Services Officer and City Engineer for the City of San Diego
Rania S. Amen, P.E., is a seasoned civil engineering executive with more than 30 years of experience leading complex public infrastructure, capital improvement programs, and utility operations. She currently serves as the Chief Community Services Officer and City Engineer for the City of San Diego, where she provides strategic oversight of the Park and Recreation Department, the Library Department, citywide special events, and the City’s infrastructure delivery program, managing a capital improvement portfolio exceeding $1 billion. In this role, she advises the Mayor and City Council, establishes and oversees citywide engineering standards, and represents the City in regional, regulatory, and interagency partnerships.
Throughout her career, Ms. Amen has held progressively responsible leadership positions within the City of San Diego and other public agencies, including Department Director, Assistant Director, Deputy Director, Engineering Services Manager, Senior Civil Engineer, and Project Manager. Her expertise spans water, wastewater, and recycled water systems; capital planning and delivery; regulatory compliance; asset management; and organizational transformation. She has played a key leadership role in major initiatives such as the City of San Diego’s Pure Water Program, advancing sustainable water resources while enhancing service quality, operational efficiency, and fiscal stewardship.
Ms. Amen holds a Bachelor of Science degree in Civil Engineering from Alexandria University and is a licensed Professional Civil Engineer in the State of California. Recognized for her collaborative leadership style, technical acumen, and strong commitment to public service, she has built trusted relationships with elected officials, community stakeholders, and regional partners to deliver complex infrastructure projects that strengthen resilience, reliability, and long-term value for the communities she serves.
